Just before 5 o'clock Monday afternoon, police scanner traffic announced a possible kidnapping in progress. Officers started to converge on Panorama Drive in Wilkerson south of Bishop.

Reports continued to broadcast of a man allegedly dragging a woman down the street. Units of the CHP, Inyo County Sheriff and Bishop Police responded – as many as six units on the initial response. Actually, according to Detective Paul Bedell, officers had responded to a domestic violence call earlier in the day, but returned a second time.

Detective Bedell said that officers arrested 21 year old Timothy Frey of Bishop. He was jailed on a charge of corporeal injury to a spouse. He remained jail under $25,000 bail.

Officers alleged that Frey punched the victim, possibly breaking her nose. After the first call to deputies by the victim, officers had arrived but the suspect was not there. A few hours later, they returned and placed him under arrest.
