Traffic Advisory for the Week of 9/9/2024 – 9/13/2024

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of September 9 – September 13.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

 

New Traffic Impacts

Eastern Kern County

·     Mojave Sidewalk Construction – On State Route 14 from the Oak Creek Road overcrossing to just north of the Los Angeles Department of Water and Power office in Mojave, the northbound shoulder will close while crews construct a sidewalk. Work is scheduled Monday through Friday from 6:00 am to 7:00 pm.

·     Tehachapi Utility Work – On State Route 202 from Banducci Road to Schout Road, the eastbound shoulder will close to allow utility crews to work Monday through Friday from 7:00 am to 3:00 pm.

·     Freeman Gulch Shoulder Work – On State Route 14 from State Route 178 W to the southern boundary of Red Rock Canyon State Park, the southbound shoulder will close to allow crews to work on Monday from 8:00 am to 4:00 pm.

Mono County

·     Sonora Junction Shoulders Highway Closure – U.S. 395 is now fully closed between Burcham Flat Road and Sonora Junction until September 19. The full closure will allow crews to install two wildlife undercrossings. State Route 182 is the detour around the closure. Bridgeport, Walker, Coleville, Topaz, Sonora Pass, and Monitor Pass are fully accessible during the closure. Drivers are advised there are no services on the detour route. ·     Clark Ranch Road Utility Work – On State Route 120 E between Foothill Road and Clark Ranch Road in Benton, there will be utility work on Monday from 8:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     Obsidian Dome Traffic Breaks – On U.S. 395 near Obsidian Dome Road, there will be temporary CHP traffic breaks while utility crews maintain poles Drivers may experience brief delays on Tuesday between 8:00 am and 5:00 pm.

 

Ongoing Traffic Impacts

Eastern Kern County

 

·     China Lake Water Main Replacement – On State Route 178 E between N. Brady Street and N. Victor Street, the westbound outside lane is closed while crews replace a water main Monday through Friday from 6:00 am to 4:00 pm. The outside lane will reopen after work hours and the shoulder will close at night.

·     State Route 58 Median Safety Devices Project – On State Route 58, the shoulders will close in both directions while crews repair and upgrade guardrail in the following locations:

·     The Tehachapi-Willow Springs overpass

·     The Dennison Road overpass

Work is scheduled Monday through Friday from 7:00 am to 5:00 pm.

Inyo County

·     Olancha-Cartago Traffic Switches – There are two traffic switches on U.S. 395 for the Olancha-Cartago 4-Lane Project. At the southern end of the project area, there is a traffic switch between Sage Flats Road and N. Haiwee Road. At the northern end of the project area, there is a traffic switch north of Cartago. The speed limit is reduced to 45 MPH through the new alignments for driver safety. Drivers may experience short delays.

·     Olancha Shoulder Closures – On U.S. 395 at the junction with State Route 190 in Olancha, there will be intermittent shoulder closures to allow trucks access to deliver material Tuesday through Friday from 7:00 am to 5:00 pm.

·     State Route 190 Emergency Repairs – On State Route 190 from State Route 136 to Darwin Road near the western boundary of Death Valley National Park, crews continue to rebuild shoulder berms Tuesday through Friday from 5:30 am to 6:00 pm. Drivers may experience brief delays.

·     Dunmovin Thin Blanket Project – On U.S. 395 between Coso Junction and Haiwee Canyon Road, crews are paving the northbound lanes. At least one lane is open in each direction and the speed limit is reduced to 55 mph through the construction area. Work is scheduled Monday through Thursday from 6:00 am to 8:00 pm, and on Friday from 6:00 am to 3:00 pm. Drivers may experience brief delays, including at the Coso Junction Safety Roadside Rest Area.

Mono County

·     Mammoth Gran Fondo – On Saturday, September 7, the 2024 Mammoth Gran Fondo will impact three Mono County highways—U.S. 395, State Route 120 E, State Route 203—beginning at 7:00 am. State Route 120 E will close in both directions between Dross Road and Yellow Jacket Road from 8:00 am to 1:00 pm. Drivers are advised to be aware of cyclists on the road during the event. The $16.8 million Sonora Junction Shoulders Project is funded by the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The $10.027 million Dunmovin Thin Blanket Project is funded by Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
