In November, Eastern Sierra voters will have a chance to elect members of special district boards. The filing period started this week and ends August 10. Forms are available at County Clerks’ offices and with special district secretaries.
In Mono County, three seats are up for election on the Mammoth Hospital Baord. Those held by Helen Shepherd, Lynda Salcido and Dan Wright. On a related note, Dan Wright had resigned from the Board which decided Thursday on advice from legal counsel, to wait for the November election to fill the seat and then appoint the candidate with the most votes to start immediately.
From Mammoth School Board the seats of Greg Newbry and John Stavio are up for election. From the Mammoth Community Water District, the seats of Earl Henderson, Tom Smith and Tom Cage.

In Inyo County, seats are up for election on all school boards and the two hospital district boards. Bishop School Board – the seats of Eric Richman and Trina Orill. Big Pine School Board – the seats of Sandra Lund, Denelle Carrington and Carla Bacoch. Lone Pine School Board – the seats of Catherine George and Matt Kingsley. Owens Valley School Board – the seats of Aldene Felton and Sandy Anderson.
Seats open on Northern Inyo Hospital’s Board are those held by Scott Clark, Denise Hayden and John Ungersma. Southern Inyo Hospital Board – seats held by Mary Kemp, Steven Davis, and Jack Berry.
The Inyo Grand Jury had investigated questions about revealing when special district board seats are available for election. The jury found most special district board members in Inyo are appointed “due to a lack of volunteer candidates.” The Jury recommended that local media publicize position openings to eliminate concerns that board appointments go to friends to fill vacant positions.
Inyo County Clerk Kammi Foote responded to Jury concerns with information that her office does follow code in publishing notices of elections and how to participate.
