The Inyo County Final Grand Jury Report filed Tuesday reveals investigations into an alleged misuse of public funds.
The Jury responded to a complaint about Southern Inyo Hospital and how officials may have used and accounted for tax money. The Jury noted that southern Inyo voters passed a special tax with specific uses. The Jury found that there was no way to verify what the tax monies were spent on since all funding sources went into one account.
The Jury reported that the ballot measure for the tax required that the hospital set up a special tax account with all monies deposited there. The measure also required a financial report to show the amount of special tax and how the money was spent. The Grand Jury found this type of report was not made. The Jury recommended the hospital establish a special tax account. In fact, the Jury reported that the hospital district did set up such an account.
The Jury also recommended that the Auditor/Controller set up a separate audit for the special tax account. The Jury noted that hospital officials are proceeding to make recommended changes.
