Sierra Wave media spoke with Adam Otten, Public Information Officer for the Bishop CHP, on an incident at the Tri-County Fairgrounds Thursday January 2, 2020.
” On 1.2.20, CHP received a call from the Tri-County Fair staff to report multiple buildings and stored RV’s that had been broken into and vandalized. While investigating the multiple crime scenes, CHP had come across a suspect attempting to leave an enclosed RV and boat storage area. The person was identified as Thomas Burkins of Bishop, CA. During the investigation, it was determined Burkins was connected to multiple burglaries on the fairground’s property. Burkins was placed under arrest and was transported to Inyo County Jail were he was booked for the following violations:
- Violation of Probation (1203.2 P.C.)
- Burglary (459 P.C.)
- Under the Influence of a Controlled Substance (11550 H&S)
- Possession of a Controlled Substance (11377 H&S)
The incident is still being investigated by Bishop CHP. Sierra Wave Media will post updates as they become available.

Sorry folks but I’m not sure these changes fit these accused crimes. I don’t know this local person, but after reading this article, I think the police caught a young homeless local kid, probably hooked on drugs living in other people’s stored trailers. He sure doesn’t sound like he qualifies as a professional burglar to me. But, if he stole stuff and then sold it for money or drugs, I guess he is sort is guilty.
I kind of think this kid was homeless, freezing his butt off!
……”Poor guy”……sadly,it’s not just Inyo County or California,it’s Nationwide…..and not only what we see locally with these criminals,including this guy,seemingly in and out of jail multiple times,but also the true crime cases we see and hear about…recently watched and read of a guy killing someone with a knife outside of a bar….got 2 years in prison for that,out of prison in less than a year,only to re-offend with ANOTHER violent crime on another person within 6 months of his original release..and PLEASE…..no one say it’s a “Liberal thing”….cause it’s not…it’s a society thing,and the failure of the justice system… and to why comes a time we just gotta watch out and take care of ourselves,and making the 9-1-1 call we’re all told to make step # 2….
From what I see on the ICSO website there are often people arrested and jailed for these same charges, what makes this individual different to where he is on local news radio and this website?
I am by no means defending him, I don’t even know him, just curious what makes this man different.
Don’t worry folks, he’ll be out on the streets again real soon… just like the creepy stabber Robert Horton from the recent Rocking K attempted murder episode. Already let out and arrested again! That’s our Inyo County justice system for you. Disgraceful!
That’s because our CORRUPT JUDGES WHO WAS ( already admonished 3 times for FALSE REPORTS) & would be out of a job if they DON’T keep releasing THESE P.O.S. Understand, that these judges are the TRUE PROBLEM. Just think what would they do if they sent all of the problems away to long term jail, or prison. The courts are a business, with a TAX ID#, D&B #, ( DUNS & BRADFORD) they need the REPEAT business.
RECALL THE ENTIRE JUSTICE SYSTEM ALL WAY THROUGH. Or just act like all is ok.
If someone can make bail they will get released. They then have to show up for their court dates if Yeller is trying to say that that Horton guy already was tried sentenced and released, I doubt thats true, be the fastest case I ever heard of. Maybe he pled guilty and went back to jail. Also, when they post a list of charges on Crimegraphics, its often all the charges that person has had. So for example, arrested for violation of probation, the theft or drug charges or whatever that landed them on probation may be listed, but they did not necessarily reoffend on the same charges.
To Native, how about you let that poor homeless guy live in your motor home or extra room, and you feed him, if you think its ok what he’s done.
