Controller Cohen Issues June Cash Report

 

SACRAMENTO — State Controller Malia M. Cohen today released her monthly cash report covering the state’s General Fund revenues, disbursements and actual cash balance for the fiscal year through June 30, 2024. The state ended its fiscal year with $103.3 billion in unused borrowable resources, while fiscal year-to-date receipts exceeded, and disbursements were lower than the estimates contained in the Governor’s 2024-25 May Revision.  

“California closed its 2023-24 fiscal year with a significant amount of available borrowable resources that served as a testament to the state’s ability to plan and prepare for a down cycle in the economy,” said Controller Cohen. “Looking ahead, the recently enacted state budget includes using a portion of the rainy day reserves, internal borrowing and fund shifts as balancing solutions. My office will continue to monitor the state’s actual cash balance in the treasury to ensure the state is maintaining sufficient amounts of cash to meet its payment obligations.”  

Fiscal year-to-date receipts through June were $215 billion, $3.1 billion above May Revision estimates, or 1.5 percent. Disbursements of $214.4 billion for the fiscal year were nearly $3 billion, or 1.4 percent, less than May Revision projections.

 As the chief fiscal officer of California, Controller Cohen is responsible for accountability and disbursement of the state’s financial resources. The Controller has independent auditing authority over government agencies that spend state funds. She is a member of numerous financing authorities, and fiscal and financial oversight entities including the Franchise Tax Board.
