Traffic Advisory for the Week of 8/30/2021 – 9/3/2021
EASTERN KERN, SAN BERNARDINO, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts from these projects for the week of August 30 – September 3, 2021.
Eastern Kern County:
Rosamond-Mojave Rehabilitation Project – On State Route 14, all traffic will be moved to the newly paved southbound lanes by Monday, August 30, 2021. The rehabilitation work will then shift to the northbound lanes.
o The southbound on- and off-ramps for Dawn Road, Backus Road, and Silver Queen Road have reopened.
o The northbound on- and off-ramps for Dawn Road, Backus Road, and Silver Queen Road will close until further notice. A temporary off-ramp for Silver Queen Road will be available.
o The speed limit is 55 miles per hour through the construction zone. For more information, email

Weldon Utility Work – On State Route 178 W near the town of Weldon, between Kelso Creek Road and Doyle Ranch Road, crews will be performing utility work from Monday through Thursday from 7:00 am to 5:00 pm, and on Friday from 7:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Freeman Chip Seal – On State Route 14 between one mile south of Cow Heaven Canyon Road and just north of the junction with State Route 178 W, and from Indian Wells to the junction with U.S. Highway 395, crews will be erecting signs and removing striping in preparation for the Freeman Chip Seal project. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Tehachapi Guardrail Work – On State Route 202 between the western Cummings Valley Road intersection and the eastern Cummings Valley Road intersection, crews will be performing guardrail work Monday through Thursday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Johannesburg End Treatments – On U.S. Highway 395 between Johannesburg and Redrock-Randsburg Road, crews will be performing guardrail work Monday through Thursday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Rand End Treatments – On U.S. Highway 395 about three miles north of Johannesburg, crews will be erecting K-rail in preparation for guardrail work Monday through Friday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Bowman Road End Treatments – On U.S. Highway 395 between two miles south of Bowman Road and one mile north of Bowman Road, crews will be performing guardrail work Monday through Friday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
San Bernardino County:
Overnight State Route 178 E Utility Work – On State Route 178 E from the San Bernardino/Kern county line to Trona Road, crews will be performing utility work overnight Monday and Tuesday from 8:00 pm to 6:00 am. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Inyo County:
Cartago Traffic Break – On U.S. Highway 395 from 0.5 miles south of Cartago to 2.5 miles north of Cartago, there will be rolling traffic breaks to allow trucks to deliver material for pole replacements. The traffic breaks are scheduled for Monday through Friday at 7:00 am. Drivers may experience delays of up to five minutes.
Pedestrian Safety Project – In Bishop, crews will be performing electrical work at the following locations:
o State Route 168 W (West Line Street) between Home Street and Fowler Street, Monday through Friday overnight from 6:00 pm to 6:00 am.
o State Route 168 W (West Line Street) at the intersection with northbound Edwards Street, Monday through Friday overnight from 6:00 pm to 6:00 am.
o U.S. Highway 395 (Main Street) between East Pine Street and Park Avenue, Monday through Friday from 7:00 am to 5:00 pm.
o U.S. Highway 395 (Main Street) at the intersection with eastbound East Elm Street, Monday through Friday from 7:00 am to 5:00 pm.
There will be intermittent lane closures. Westbound traffic on Elm Street will be diverted onto Central Street.
Mono County:
Grant Lake Thin Blanket – On State Route 158 (June Lake Loop), from the winter closer gate on the south side of Silver Lake to the north junction with U.S. Highway 395, crews will be performing a paving operation Tuesday through Thursday from 7:00 am to 6:00 pm, and on Friday from 7:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience delays of up to 20 minutes.
Mono Lake Thin Blanket – On U.S. Highway 395 between Picnic Grounds Road and Cemetery Road north of Lee Vining, crews will perform paving and shoulder work Monday through Friday from 6:00 am to 8:00 pm. There will be one-way traffic control with a pilot car. Drivers may experience delays of up to 20 minutes.

Eastern Kern County:
State Route 14 End Treatments – On State Route 14, two crews will be erecting K-rail and performing concrete barrier work in the following locations Monday through Thursday from 7:00 am to 5:00 pm:
o Between Red Cliffs in Red Rock Canyon State Park and the Red Rock Canyon State Park North Parking Lot
o Pine Tree Wash, near Pine Tree Canyon Road
o Jawbone Canyon Wash, between Jawbone Canyon Road and Rogers Road
o Cantil Wash, between Redrock Randsburg Road and the southern boundary of Red Rock Canyon State Park
o Freeman Gulch, about a mile and a half south of the junction with State Route 178 W
o Junction with U.S. Highway 395
State Route 58 – Utility work at Claymine Road west of Boron on Monday from 6:00 am to 6:00 pm.
State Route 58 – Railroad work between Exit 151 and Exit 158 east of Tehachapi on Monday from 8:00 am to 4:00 pm.
State Route 178 E – Utility work at North Comet Avenue in Inyokern on Thursday from 8:00 am to 2:00 pm.
Inyo County:
U.S. Highway 395 – South of Olancha between Sage Flats Road and North Haiwee Road, crews will be performing guardrail work Monday through Friday from 7:00 am to 5:00 pm.
U.S. Highway 395 – Driveway construction in Olancha between School Road and the junction with State Route 190, Monday through Thursday from 7:00 am to 5:00 pm.
Mono County:
North Sherwin Shoulders – On U.S. Highway 395, from 2.4 miles south of Lower Rock Creek Road to 0.3 miles north of Lower Rock Creek Road, crews are widening the shoulders, upgrading drainage, installing skip rumble strips, adding guardrail, and erecting retaining walls to prevent disturbance of surrounding vegetation. Traffic is confined to the inner-most lanes by K-Rail and delineators until further notice. There is a bicycle detour on Lower Rock Creek Road. Crowley Lake Erosion Control – Shoulder work from 0.3 miles south of the South Landing Road exit near Crowley Lake to the South Landing Road exit, and on the northbound South Landing Road exit, Monday to Friday from 6:00 am to 8:00 pm.
Mono Chain-up Areas – Crews will be performing shoulder work for the Mono Chain-up Areas project in the following locations along U.S. Highway 395:
o 0.8 miles north of the southbound offramp for State Route 203
o 0.2 miles south of the northbound offramp for State Route 203
Work in these locations is scheduled for Monday through Friday from 7:00 am to 4:00 pm.
Sandhouse Thin Blanket – On U.S. Highway 395 from the south junction of State Route 158 (June Lake Loop) to W. Portal Road, crews will be performing water runoff work Monday through Thursday from 6:00 am to 7:00 pm and on Friday from 6:00 am to 3:00 pm. There may be intermittent lane closures.
U.S. Highway 395 – Utility work near Buckeye Road about seven miles north of Bridgeport, Monday to Friday from 8:00 am to 4:00 pm.
U.S. Highway 395 – Shoulder work between Mountain Gate Park and Eastside Lane in Walker, Tuesday through Thursday from 7:30 am to 4:00 pm.
The Rosamond-Mojave Rehabilitation project, Freeman Chip Seal project and the Mono Lake Thin Blanket project are funded by SB 1, which provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
