Traffic Advisory for the Week of September 8, 2025

 

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of September 8 – September 12.

 

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

 

New Traffic Impacts

 

Eastern Kern County

 

·     Mojave Guardrail Repair – Crews will repair guardrail on the following state highways:

·     Northbound State Route 14 at the eastbound on-ramp to State Route 58 near Mojave,

·     Eastbound State Route 58 from State Route 14 to Business Route 58 at Exit 172.

Work is scheduled Wednesday through Friday from 8:45 am to 4:00 pm. The on-ramp to eastbound State Route 58 will be closed during work hours and open outside of work hours. Detours will be available.

·     Ridgecrest Guardrail Repair – On U.S. 395 near Jacks Ranch Road south of Ridgecrest, crews will repair guardrail Monday and Tuesday from 8:30 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

·     Kern River Valley Utility Work – On State Route 178 W from Kelso Creek Road to Scodie Park Road near Weldon, utility crews will replace poles on Tuesday and Friday from 7:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

 

Inyo County

 

·     Mill Creek Chip Seal Project – On U.S. 395 from just east of Pleasant Valley Road to the Mono County line north of Bishop, crews will perform a chip seal on the roadway Monday through Friday from 6:00 am to 8:00 pm. There will be intermittent lane closures, and drivers may experience brief delays.

·     Death Valley Junction Utility Work – On State Route 127 near State Line Road, utility crews will perform work Monday through Wednesday from 7:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience brief delays.

 

Mono County

 

·     Mammoth Gran Fondo Bicycle Race – The Mammoth Gran Fondo Bicycle Race will use the following state highways on Saturday, September 6 from 7:00 am to 5:00 pm:

·     State Route 120 E from U.S. 395 to Yellow Jacket Road will be CLOSED,

·     State Route 203 from Forrest Trail Road to U.S. 395 will be intermittently closed from 7:00 am to 10:00 am.

·     Tioga Pass Run – The Tioga Pass Run will use the shoulders of the following state highways on Sunday, September 7:

·     U.S. 395 from Test Station Road to State Route 120 W,

·     State Route 120 W from U.S. 395 to the eastern gate of Yosemite National Park.

There are no lane closures planned for this event. Drivers who encounter runners on the road are advised to give them space and safely pass when there is an opportunity.

·     The Trees Tree Work – On U.S. 395 from State Route 203 to Bald Mountain Road, the inside lanes and median will close while crews trim trees Monday through Friday from 6:30 am to 6:00 pm. Drivers may experience brief delays.

·     Coleville Utility Work – On U.S. 395 from Hackney Drive to State Route 89 (Monitor Pass) south of Topaz Lake, utility crews will install fiber optic cable Monday through Friday from 7:00 am to 5:00 pm. There will be intermittent one-way traffic control, and drivers may experience 10-minute delays.

·     Mammoth Lakes Utility Work – On State Route 203 from Sawmill Road to Meridian Boulevard, the westbound outside lane and shoulder will close while utility crews maintain infrastructure Wednesday through Friday from 7:00 am to 5:00 pm. Drivers may experience brief delays.

·     Bridgeport Valley Utility Work – On U.S. 395 from State Route 270 (Bodie Road) to Green Creek Road, utility crews will replace poles Tuesday through Thursday from 7:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.  

·     June Lake Utility Work – On State Route 158 from a half mile south of North Shore Road to a half mile north, utility crews will replace poles on Tuesday from 7:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

·     Conway Ranch Utility Work – On U.S. 395 from Conway Ranch Road to Mill Creek Powerhouse Road north of Mono Lake and on State Route 167 from U.S. 395 to Goat Ranch Cutoff, utility crews will replace poles on Thursday from 8:30 am to 7:30 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

 

Ongoing Traffic Impacts

 

Inyo County

 

·     Bishop Pavement Project – On North Sierra Highway, construction is ongoing from See Vee Lane to Wye Road. Crews have resumed drainage installation work from the southwest corner of State Route 168 W (W. Line Street) to just south of Lagoon Street. Southbound traffic shifts to one lane beginning at Church Street. The southbound outside lane, sidewalk, and shoulder are closed through construction areas. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Lagoon Street remains inaccessible from U.S. 395, but detours are available. Work is scheduled Tuesday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.

·     Meadow Farms ADA Project – On U.S. 395 from Barlow Lane to See Vee Lane in Bishop, crews are making progress forming curbs, gutters, and driveways. The southbound outside lane and shoulder between Tu-Su Lane and See Vee Lane are closed. Sidewalk work on the southbound shoulder between Tu-Su Lane and the bridge over Bishop Creek has begun. Work is scheduled Tuesday through Friday from 6:00 am to 6:00 pm. One lane in each direction will remain open at all times, and drivers may experience brief delays. Businesses remain accessible during construction.

·     Fish Springs Pavement Project – Crews have begun construction on the new pedestrian islands at Walnut Street and Crocker Avenue in Big Pine, and drivers may encounter partial lane closures. South of town, pavement rehabilitation continues on the southbound lanes of U.S. 395. Northbound and southbound traffic between Elna Road and Big Pine Dump Road remains limited to one lane in each direction on the northbound side of the highway. The speed limit is 25 mph in Big Pine and 55 mph south of town. Work is scheduled Tuesday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays.

·     Olancha-Cartago 4-Lane Project – On U.S. 395 from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.

 

Mono County

 

·     Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews continue constructing wildlife fencing Tuesday through Friday from 7:00 am to 6:00 pm.

·     Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are striping the pavement and are constructing the lighting at the Tom’s Place intersection. There will be intermittent lane closures and drivers may experience brief delays. The speed limit is reduced to 55 mph through the project area. Work is scheduled Tuesday through Friday from 7:00 am to 6:00 pm.

·     Rush Creek Chip Seal Project – On U.S. 395 from 0.3 miles south of Old West Portal Road to 0.2 miles south of Utility Road near Lee Vining, crews are performing a fog chip seal on the roadway Monday through Friday from 6:00 am to 6:00 pm. Traffic will be reduced to one lane in both directions during work hours. The speed limit will be reduced to 55 mph through the work area, and drivers may experience brief delays.

 

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Sonora Junction Shoulders Project received $16.8 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. The $2.2 million Rush Creek Chip Seal Project is fully funded by SB 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
