Traffic Advisory for the Week of April 21, 2025
EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of April 21 – April 25.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
New Traffic Impacts
Inyo County
- Independence Utility Work – On U.S. 395 near Park Street in Independence, the outside lanes in both directions will close for utility work on Tuesday from 7:00 am to 5:00 pm. There will be intermittent traffic breaks when crews cross wires over the highway and drivers may experience brief delays.
- West Bishop Utility Work – On State Route 168 W between Mumy Lane and Reata Road, there will be overnight utility work starting at 8:00 pm on Thursday through 8:00 am on Friday. One lane will be closed to accommodate the utility crews. There will be one-way traffic control during the closure and drivers may experience 10-minute delays.
Mono County
- Minaret Utility Work – On State Route 203, utility crews will work under the highway near the Village at Mammoth Tuesday through Friday from 7:00 am to 5:00 pm. Between these hours, two lanes will close: the outside westbound lane just after the turn to Minaret Road and the eastbound right turn lane to Lake Mary Road. Drivers may experience brief delays.
- Topaz Utility Work – On U.S. 395 between Mill Canyon Road and Topaz Lane, the northbound shoulder will close to allow for utility work Tuesday through Friday from 7:00 am to 5:00 pm. Drivers may experience brief delays.
- Willow Springs Utility Work – On U.S. 395 between Willow Springs and Bridgeport, crews will cross wires over the highway on Tuesday and Wednesday from 7:00 am to 5:00 pm. There will be one-way traffic control on Tuesday near Point Ranch Road and drivers may experience 10-minute delays. On Wednesday, there will be one-way traffic control with a pilot car between Point Ranch Road and Green Creek Road, and drivers may experience 20-minute delays.
Ongoing Traffic Impacts
Inyo County
- Olancha-Cartago 4-Lane Project – Construction continues on the Olancha-Cartago 4-Lane Expressway Project. Northbound drivers will encounter two traffic switches on the new lanes of U.S. 395 and traffic remains limited to one lane in each direction through the northern half of the project area. The speed limit is reduced to 55 mph through the project area and 45 mph through the two traffic switches.
- Pleasant Valley Crack Sealing – On U.S. 395 between Mill Creek Road and Pleasant Valley Dam Road, maintenance crews will seal pavement cracks on the southbound lanes Monday through Friday from 7:30 am to 4:00 pm. There will be intermittent lane closures and drivers may experience brief delays.
The Olancha Cartago 4-Lane Project received $38.3 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change.
