Traffic Advisory for the Week of 9/2/2024 – 9/6/2024

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of September 2 – September 6.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

·     Eastern Kern Guardrail Repairs – Crews will repair guardrail in the center median of State Route 58 at two locations:

·     The Cameron Road overpass on Tuesday and Wednesday from 7:00 am to 5:00 pm.

·     The Tehachapi-Willow Springs overpass on Thursday and Friday from 7:00 am to 5:00 pm.

Drivers may experience brief delays.

Inyo County

·     West Line Shoulder Closure – On State Route 168 W in Bishop, the right shoulder between See-Vee Lane and Sunland Drive will close on Tuesday and Wednesday as crews perform utility work. Drivers may experience brief delays.

·     Aspendell Utility Work – On State Route 168 W in Aspendell, electrical crews are performing utility work between Cardinal Road and North Lake Road on Tuesday from 6:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

Mono County

·     Sonora Junction Shoulders Highway Closure – One-way traffic control continues on U.S. 395 between Burcham Flat Road and Sonora Junction until next Wednesday. The highway will fully close for 15 days starting at 6:00 am on September 4 from just east of Burcham Flat Road to the southside of Sonora Junction as crews install two wildlife undercrossings. State Route 182 is the detour around the closure. Bridgeport, Walker, Coleville, Topaz, Sonora Pass, and Monitor Pass will be fully accessible during this period. Drivers are advised there are no services on the detour route. ·     Mammoth Gran Fondo – On Saturday, September 7, the 2024 Mammoth Gran Fondo will impact three Mono County highways—U.S. 395, State Route 120 E, State Route 203—beginning at 7:00 am. State Route 120 E will close in both directions between Dross Road to Yellow Jacket Road from 8:00 am to 1:00 pm. Drivers are advised to be observant of cyclists on the road during the event.

·     Benton Utility Work – U.S. 6 near Benton will have one-way traffic control on Tuesday as electrical crews conduct utility work. Drivers may experience 5-minute delays between a half-mile south of Morris Drive and South Road from 7:00 am to 5:00 pm.

·     Green Creek Road Utility Work – There will be temporary traffic stops on U.S. 395 near Green Creek Road north of Willow Springs for a helicopter crossing the highway. Drivers may experience brief delays Wednesday through Friday from 8:00 am to 4:00 pm.

·     CHP Traffic Breaks – On U.S. 395, there will be temporary CHP traffic breaks from Benton Crossing Road to Convict Lake Road and from Hilton Creek to South Landing Road for a helicopter crossing the highway. Drivers may experience brief delays on Thursday between 8:00 am and 5:00 pm.

·     Sipes Ranch Road Utility Work – U.S. 6 north of Benton will have one-way traffic control between Sipes Ranch Road and Bramlett Ranch Road on Thursday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.

·     Clark Ranch Road Utility Work – State Route 120 E will have one-way traffic control on Thursday between Foothill Road and Clark Ranch Road for utility work. Drivers may experience 10-minute delays from 8:00 am to 5:00 pm.

·     Foothill Road Utility Work – At Foothill Road on State Route 120 E, there will be one-way traffic control for a helicopter crossing the highway. Drivers may experience 10-minute delays on Friday from 8:00 am to 4:00 pm.

 

Ongoing Traffic Impacts

Eastern Kern County

·     Horizontal Curve Warning Signs Project – Crews are replacing traffic signs in the following locations:

·     State Route 202 from Lower Cummings Valley Road to Tehachapi Boulevard

·     State Route 14 at Rosamond Boulevard

·     U.S. 395 at State Route 14

·     State Route 203—in Mono County—from Mammoth Knolls Drive to the Mammoth Mountain Lodge

Work is scheduled Tuesday through Friday from 6:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     China Lake Water Main Replacement – On State Route 178 E between N. Brady Street and N. Victor Street, the westbound outside lane is closed while crews replace a water main Monday through Friday from 6:00 am to 4:00 pm. The outside lane will reopen after work hours and the shoulder will close at night.

·     State Route 58 Median Safety Devices Project – On State Route 58, the shoulders will close in both directions while crews repair and upgrade guardrail in the following locations:

·     Exit 165 near Mojave

·     The junction with State Route 14

Work is scheduled Tuesday through Friday from 7:00 am to 5:00 pm.

Inyo County

·     Olancha-Cartago Traffic Switches – There are two traffic switches on U.S. 395 for the Olancha-Cartago 4-Lane Project. At the southern end of the project area, there is a traffic switch between Sage Flats Road and N. Haiwee Road. At the northern end of the project area, there is a traffic switch north of Cartago. The speed limit is reduced to 45 MPH through the new alignments for driver safety. Drivers may experience short delays.

·     Olancha Shoulder Closures – On U.S. 395 at the junction with State Route 190 in Olancha, there will be intermittent shoulder closures to allow trucks access to deliver material Tuesday through Friday from 7:00 am to 5:00 pm.

·     State Route 190 Emergency Repairs – On State Route 190 from State Route 136 to Darwin Road near the western boundary of Death Valley National Park, crews continue to rebuild shoulder berms Tuesday through Friday from 5:30 am to 6:00 pm. Drivers may experience brief delays.

·     Dunmovin Thin Blanket Project – On U.S. 395 between Coso Junction and Haiwee Canyon Road, crews will begin paving one of the northbound lanes. At least one lane is open in each direction and the speed limit is reduced to 55 mph through the construction area. Work is scheduled Wednesday and Thursday from 6:00 am to 8:00 pm, and on Friday from 6:00 am to 3:00 pm. Drivers may experience brief delays, including at the Coso Junction Safety Roadside Rest Area.

The $16.8 million Sonora Junction Shoulders Project is funded by the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The $10.027 million Dunmovin Thin Blanket Project is funded by Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
