Traffic Advisory for the Week of 11/03/2025 to 11/07/2025

 

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of November 3 – November 7.

 

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

 

New Traffic Impacts

 

Eastern Kern County

 

·     Tehachapi Crack Seal Work – On State Route 58, from Cameron Road to the truck scales, the eastbound outside lane will close while Caltrans crews crack seal the roadway Tuesday through Friday from 8:30 am to 3:00 pm. Drivers may experience brief delays.

 

Inyo County

·     Bishop Drainage Work – On U.S. 395, from Brockman Lane to Mill Creek Road, there will be intermittent lane closures as Caltrans crews clean drainage systems along the highway on Tuesday from 7:30 am to 5:00 pm. Drivers may experience brief delays.

·     Buttermilk Utility Work – On State Route 168 W, from Buttermilk Road to Ed Powers Road, there will be one-way traffic control and intermittent road closures while utility crews cross wire over the highway on Thursday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.

·     Bishop Creek Utility Work – On State Route 168 W, from Buttermilk Road to East Bishop Creek Road, there will be one-way traffic control and intermittent road closures while utility crews cross wire over the highway on Friday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.

 

Mono County

·     Bridgeport 395 Utility Work On U.S. 395, just south of Bridgeport from Travertine Road to Jack Sawyer Road, there will be one-way traffic control while utility crews replace poles and cross wire on Sunday, November 2, from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.

·     Rattle Snake Shoulder Work – On U.S. 395, between Buckeye Road and Swauger Creek Road, the shoulders will close as crews perform clean-up operations on Tuesday from 7:00 am to 6:00 pm. Drivers may experience brief delays.

·     Cemetery Road Utility Work – On U.S. 395, from Picnic Grounds Road to Cemetery Road in Lee Vining, there will be intermittent traffic breaks while utility crews replace poles along the highway on Tuesday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.

·     Convict Lake Utility Work – On U.S. 395, from Benton Crossing Road to Convict Lake Road, there will be intermittent traffic breaks while utility crews cross wire over the highway on Wednesday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.

 

Ongoing Traffic Impacts

Kern County

·     Rosamond Blvd. State Route 14 Utility Work – On State Route 14 at the southbound off-ramp to Rosamond Boulevard in Rosamond, the ramp will close for utility work. Work is scheduled overnight on Tuesday from 8:00 pm to 6:00 am. Detours will be available, and drivers may experience brief delays.

 

Inyo County

·     Meadow Farms ADA Project – The southbound outside lane of U.S. 395 between Barlow Lane and See Vee Lane remains closed as crews continue constructing new sidewalks. Bridge work over Bishop Creek will continue next week. Work is scheduled Monday through Friday from 6:00 am to 8:00 pm. Drivers may experience brief delays.

·     Bishop Pavement Project – On North Sierra Highway between Wye Road and See Vee Lane, all traffic is sequestered to the northbound lanes as crews place a temporary creek diversion under the highway. Traffic will switch to the southbound lanes next Friday or the week of November 10, where it will remain for four to five weeks as new culverts are installed on the northbound side of the highway. Between State Route 168 W (W. Line Street) and Lagoon Street, work continues next week on the new sidewalk. Crews will also begin applying hot-mix asphalt to the shoulder and intersection of Lagoon. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Lagoon Street remains inaccessible from U.S. 395. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience brief delays.

·     Fish Springs Pavement Project – South of Big Pine, northbound traffic is shifting to the inside northbound lane while repaving work starts on the outside lane. On the southbound lanes, crews will begin applying permanent striping to the roadway. In Big Pine, work on the sidewalks and pedestrian islands continues. Drivers may experience intermittent lane closures through town to accommodate the work. The speed limit in Big Pine is 25 mph and 55 mph south of town. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays.

·     Olancha-Cartago 4-Lane Project – On U.S. 395, from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.

 

Mono County

 

·     Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are installing electrical infrastructure at the Tom’s Place intersection. There will be intermittent lane closures and drivers may experience brief delays. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.

 

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, and the Bishop Pavement Project received $18.36 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. The $2.2 million Rush Creek Chip Seal Project is fully funded by SB 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
