Former Inyo Health and Human Services Supervisor Dawndee Rossy and her husband Kenneth Rossy are now scheduled for a settlement conference the week of September 4th and a preliminary hearing September 29th.

The couple face the primary charge of embezzlement of $1.5 million in welfare money. The DA’s complaint alleges a scheme by the Rossys to use 35 stolen identities to receive welfare benefits in the form of cash through use of Electronic Benefit Transfer cards.

The DA’s complaint includes 44 felony allegations. In addition to the embezzlement of public funds, the couple face grand theft, welfare fraud, conspiracy, identity theft and possession of methamphetamine. Back in April following their arrest, the pair had appeared in court for a bail review. The $500,000 bail each was dropped to $250,000 for Mrs.Rossy and $100,000 for Mr. Rossy. They were released on bail April 17th and have remained on GPS monitoring.

The couples’ attorney has reportedly filed a motion to modify the monitoring situation. Earlier, the pair had requested that they be allowed to withdraw $18,000 from a bank account. The Judge declined. Assistant District Attorney Joel Samuels maintained that the funds could be a matter of victim restitution.

The couple had hired Gerard Harvey to represent both of them.
