At a Special Meeting held on Thursday evening on February 13th, the Northern Inyo Healthcare District Board of Directors, after a Closed Session, announced that it had unanimously place CEO Kevin Flanigan on paid administrative leave pending the outcome of a hospital financial audit.
Rumors began to circulate immediately on the release of the public notice that there would be a Special Board of Directors Meeting on Thursday with a Closed Session concerning the Chief Executive Officer.
After the Closed Session, Board President Jean Turner reported back in Open Session that the board had decided to take the following actions:
Number 1, the board has authorized our outside Labor Counsel to contract with outside investigators regarding District finances and Operations by a 5-0 vote.
The Second Action, Doctor Flanigan is to immediately be placed on paid administrative leave, by a 5-0 vote.
Thirdly, we (the board) will be appointing Kelli Davis, our COO as interim CEO effective immediately until the completion of the investigation.”
There being no public comments, the meeting was adjourned.

Interesting that Jean Turner is involved in this. That is certainly putting the fox in charge of the hen house. She was asleep at the wheel when the Rossi’s embezzled all those funds from Inyo County when she was in charge of HHS. I know that the outcome is ultimately dependent on the decision of the entire board, but it still seems a bit funny.
Too bad they’ve put an equally unethical person in charge in his place.
If it were just gossip things wouldnt have gotten to this point.
Sounds like gossip, rumors and small town nonsense. small towns and small hospitals employing staff that thrive on drama. It’s what makes this valley such an ugly place to live – Lone Pine, Bishop and the other small towns in between, please stop being ugly human beings; get the facts before you ruin someone’s life. You know the kind who pretend to be good Christians but they constantly breed contempt and then hide behind the Christian cloth. This man has done a lot for NIH and he’s innocent until you’ve got some hard evidence that he did wrong. Be nice people Bishop!
I will bet you cannot name one person who has “bred contempt” for Dr. Flanigan and then “hid behind” their “Christian cloth”, but blaming Christians gives you gratifying frisson at some level, doesn’t it?
I think I kind of predicted this and got some hate for it.
