Board of Supervisors Selects Next CAO

During closed session this afternoon – and after an intensive and competitive nationwide recruitment – the Board of Supervisors directed staff to develop a contract with Jay David Fraser to serve as County Administrative Officer on an interim basis. The vote was unanimous.

The contract spelling out the terms of Mr. Fraser’s employment is expected to come before the Board for approval on February 3.

Mr. Fraser comes to Inyo County most recently from Adams County, Colo., where he served as interim county manager for the past year. Previously, he served as executive director of the Wyoming Association of Municipalities, manager of Boulder City, NV, administrator for the City of Beloit, KS, manager for the City of Buchanan, MI, and administrator for the Town of Milliken, CO. He was also on the Board of Directors for Nevada’s National League of Cities.

Mr. Fraser holds a Master of Public Administration in addition to a Bachelor of Arts in Political Science.

He has experience administering budgets as high as $1 billion and supervising up to 3,000 employees serving populations up to 600,000. Over the course of his career, he has supervised a wide array of city and county departments, including Community & Economic Development, Public Works, Fleet, Human Resources, Information Technology, Facilities, Airport, Police, Fire, Parks & Recreation, Communications, Transportation, Libraries, Intergovernmental/Legislative Affairs, Animal Control, Human Services, Public Health, and Finance and Administration. Mr. Fraser has also provided intergovernmental consultation to private industry, including Fortune 500 companies.
