INYO COUNTY BOARD OF EDUCATION REGULAR MEETING OF THE BOARD OF TRUSTEES MINUTES


PRELIMINARY ACTION

  1. Call to Order – The meeting was called to order at 1:01 p.m.

  2. Roll Call/Quorum – Roll call established a quorum with the following members present: Chris Langley, President Joe Profita, Member David Hefner, Vice President George Lozito, Member Jessica Tex, Absent Staff: Barry D. Simpson Elyse Morrison

  3. Approval of the Agenda – G.Lozito moved, seconded by D.Hefner to approve the agenda. Motion carried 4-0.


PUBLIC COMMENT SESSION

  1. There were no questions submitted via email by members of the public prior to this meeting, and there were no comments from the public during the meeting.


PRESENTATION

  1. Adult Education – Nikki Rae Hart shared updates on new courses available through the Job Spot, and future plans for expansion and new opportunities. The Adult Education program has seen an increase in student enrollment, GED graduates, and in class attendance. Nikki will create a marketing plan to include available career paths, and a more in depth proposal to present at a future board meeting.

  2. Inyo Council for the Arts – Sharron Freilich presented beautiful student art work from the project that is centered around patterns and self expression. Sharron also shared the upcoming dates for the remaining School Art Days at other school districts in Inyo County.

  3. Child Development – Kat Duncan and the board toured the West Bishop Preschool playground. Kat shared improvements that are needed to upgrade the playground equipment for safer access for students with special needs. Kat will share the formal proposal at a future board meeting.


ACTION SESSION

  1. Consent Agenda – Approval of the October 9 minutes. D. Hefner moved, seconded by J.Profita. Motion carried 4-0.

  2. Child Development – A. Approval of the Board Resolution 2025-09-CDSS 2026/27 continued Funding Application. G.Lozito moved, seconded by J.Profita. Motion carried 4-0. B. Approve Non Certified/Full Cost Rate for Families- G.Lozito moved, seconded by J.Profita. Motion carried 4-0. C. Approve the Cost Difference for the New Inclusive Playground at West Bishop Preschool- No vote at this time. This item will be added to a future board agenda for approval.

  3. Business – A. Approval to Sell Fleet Vehicle as Surplus Property via Sealed Bids. D. Hefner moved, seconded by J.Profita. Motion carried 4-0. B-J. Approval of agenda items 2-10, Revised Board Policies, Exhibits, and Administrative Regulations. J.Profita moved, seconded by G.Lozito. Motion carried 4-0.


INFORMATION

  1. Williams’ Letters – Barry Simpson discussed the Williams’ visits and findings from various schools and districts in Inyo County.


OPEN ITEMS

Board/Superintendent Round Table

Joe Profita shared updates from the Eastern Sierra Foundation to a future board meeting to discuss current and future goals/plans. The Inyo County Office of Education holiday party is scheduled for December 5 at the Bishop Country Club. The January board meeting will be held in Trona. The board will participate in School Art Day and visit the Death Valley Unified School sites. The Indian Creek ESP/Water Association inquired about possibly installing solar panels on an ICOE building. The board will need further information and discussion on the matter. YouthBuild, The Education Corps, and College Bridge Academy charter schools are up for renewal next year. The board will visit the charter school sites in the Spring of 2026. New safety locks and doors were installed at the Child Care Connection building and the JKBS/ICOE building.


CORRESPONDENCE

  1. Williams Uniform Complaint Reports– shared with the board. No discussion.


CLOSED SESSION

  1. J.Profita moved to convene into closed session, seconded by G.Lozito to discuss Public Employee Discipline/Dismissal/Release at 3:10pm. Motion carried 4-0.

  2. D. Hefner moved to end closed session and convene into open session, seconded by J.Profita. Motion carried 4-0. No action was taken during the closed session.


ADJOURNMENT

The meeting adjourned at 3:20 p.m. to the next Regular Meeting scheduled for Thursday, December 11, 2025, in Independence.
