Meanwhile, DWP will submit a groundwater pumping plan for the year by April 20th. Their program falls under an agreed upon interim management plan.
After the April 1st snowpack and run-off report comes out, DWP checks monitoring wells since the management plan calls for maintenance of 2007 water levels in the Owens Valley underground.
Last year, DWP pumped 66,800 acre feet. The run-off was 86% of normal. Most expect that the run-off will fall short of that this year.
DWP will issue its pumping plan April 20th. The Inyo Water Department has 10 days in which to respond and then the Technical Group meets to discuss any differences.
