City of Bishop Launches Parking Survey
Bishop, CA — August 8, 2025
The City of Bishop invites residents, business owners, employees, and visitors to participate in a Parking and Land Use Survey designed to inform future planning efforts across the community. This survey is part of the City’s ongoing work to improve parking management, enhance downtown access, support local businesses, and facilitate commercial and residential development.
Why This Matters
The City of Bishop adopted the Downtown Bishop Specific Plan in 2022 to encourage new housing and commercial development in the heart of the city. As a result, 13 new residential units are currently under construction, with additional projects on the horizon. With this growth, the next step is understanding how new development will impact parking. We also need to consider how we can better manage parking and whether any underutilized land could be used to build more housing.
To support this effort, the City conducted parking occupancy counts across three seasons in 2024, capturing weekday and weekend conditions to identify patterns and high-use areas. In response to growing needs, the City also approved a Parking Enforcement Officer position to improve parking access.
Now, we need your input.
Your feedback will help us understand the day-to-day parking challenges that residents, businesses, and visitors face—and how different land uses like housing, retail, offices, and parks affect short-term and long-term parking demand.
Survey results will directly inform the Downtown Parking Management Plan, future zoning updates to facilitate housing, and long-term improvements to streets, sidewalks, and public amenities.
The survey will be followed by a public workshop to further explore parking needs, land use opportunities, and potential solutions.
