Traffic Advisory for the Week of 10/23/2023 – 10/27/2023
EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of October 23 – October 27.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
Inyo County
· Cartago Traffic Switch – On U.S. 395 north of Cartago, northbound and southbound traffic has switched to temporary lanes. Traffic speeds are reduced to 45 MPH through the current alignment for driver safety. Drivers may experience short delays.
· State Route 190 Repairs – State Route 190 has partially reopened from the junction with State Route 136 to the junction with State Route 127 in Death Valley Junction. Drivers will encounter multiple one-way traffic control points and substantial delays within and near Death Valley National Park. SR 190 will remain closed from the junction with U.S. 395 in Olancha to the junction with State Route 136.
Mono County
· Topaz Lake Emergency Repair Project – On U.S. 395 approximately 1.9 miles south of the Nevada State Line, crews are realigning a 0.5-mile stretch of the road to repair winter storm damage Monday through Friday from 7:00 am to 7:00 pm. There is one-way traffic control with a pilot car during work hours and drivers may experience 20-minute delays.
· Walker Canyon Guardrail Repair – On U.S. 395 near Mountain Gate Park just east of the town of Walker, crews will repair guardrail Monday through Friday from 8:00 am to 3:30 pm. There will be one-way traffic control and drivers may experience 5-minute delays.
· Conway Ranch Shoulders Project – On U.S. 395 between State Route 167 and just north of Conway Ranch Road near Mono City, crews are widening the shoulders, lengthening chain-up areas, installin g lighting, and rehabilitating drainage infrastructure. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. There will be one-way traffic control and drivers may experience 20-minute delays.
· June Lake Loop Traffic Breaks – On State Route 158 (June Lake Loop) from the southern junction with U.S. 395 to the northern junction, there will be intermittent traffic breaks Thursday and Friday from 5:30 am to 8:00 pm. Drivers may experience 5-minute delays.
· Mammoth Lakes Traffic Breaks – On State Route 203 between the Mono/Madera county line and Mammoth Scenic Loop Road, there will be intermittent traffic breaks Thursday and Friday from 5:30 am to 8:00 pm. Drivers may experience 5-minute delays.
Projects on the state highway system with minimal or no delays:
Eastern Kern County
· Kern Digouts and Slab Replacement Project – On State Route 58 from just east of the Mill Street overcrossing to Exit 156 near the city of Tehachapi, crews are performing digouts and replacing slabs in the pavement Monday through Friday from 7:00 am to 5:00 pm. One lane will remain open in each direction and drivers may experience short delays.
Inyo County
· Fort Independence Roadway Widening – On northbound U.S. 395 at the intersection with Dusty Lane in Fort Independence, crews are widening the highway and constructing a turn lane Monday through Friday from 7:00 am to 5:00 pm.
· Whitney Portal Road Detour Sign – On U.S. 395 near the intersection with Lubken Canyon Road, there will be portable message signs informing travelers of a detour for Whitney Portal Road Monday through Friday from 7:00 am to 5:00 pm.
· Olancha Shoulder Closures – On U.S. 395 at the junction with State Route 190 in Olancha, there will be intermittent shoulder closures to allow trucks access to deliver material Tuesday through Friday from 7:00 am to 5:00 pm.
Mono County
· Cemetery CAPM – On U.S. 395 between Cemetery Road and State Route 167 near Mono City, crews are striping the roadway and installing signs Monday through Friday from 7:00 am to 6:00 pm. There will be intermittent single-lane closures and drivers may experience minimal delays.
· Mammoth Lakes Crack Seal Operation – On State Route 203 between Sierra Park Road and Meridian Boulevard, there will be a crack seal operation Monday through Thursday from 8:00 am to 3:00 pm. One lane will remain open at all times.
· State Route 203 Sewer Installation – On State Route 203 between Manzanita Road and Old Mammoth Road at Center Street, crews are installing a new sewer line Monday through Friday from 7:00 am and 5:00 pm. Delays will be minimal. Access will be available as the installation progresses across/under the highway. Travel safely through the work zone.
· U.S. 395 Utility Work – On U.S. 395 at the junction with State Route 203, shoulder closures will allow utility crews to work Monday through Friday from 7:00 am to 5:00 pm.
The Conway Ranch Shoulders Project received $8.3 million from IIJA.
The $3.1 million Kern Digouts and Slab Replacement Project and $7.4 million Cemetery CAPM Project are funded by SB 1.
SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
