EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of December 8 – December 12.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

There will be intermittent closures at the ramps and drivers may experience brief delays.

Ongoing Traffic Impacts

Inyo County

·     Meadow Farms ADA Project – The southbound lane closure on U.S. 395 between Barlow and the bridge will lift after the sidewalks poured this week have finished curing. On the northbound lanes, traffic is limited to one lane from just east of See Vee Lane to the bridge as construction moves to the next work area. All driveways remain accessible during construction. The southbound outside lane closure from Tu Su to See Vee will remain in place until curbs, gutters, and driveway at the firehouse are complete. Bridge work over Bishop Creek will continue through the end of January. The speed limit through the work area is 25 mph. Work is scheduled Monday through Friday from 6:00 am to 8:00 pm. Drivers may experience brief delays.

·     Bishop Pavement Project – Both southbound lanes of U.S. 395 between W Line Street and Lagoon Street are open and long-term lane closures in downtown Bishop will not return until the new year. On North Sierra Highway between Wye Road and See Vee Lane, traffic remains on the southbound lanes as crews install new box culverts under the northbound lanes and continue working on the curbs, gutters, and driveways for the new multi-use path. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road. Caltrans continues to monitor the roadway and may temporarily stop traffic to implement fixes on the pavement. Work is scheduled Monday through Friday from 6:30 am to 6:00 pm. Drivers may experience brief delays.

·     Bishop Pavement Overnight Drilling – On U.S. 395 at W. Line Street, there will be overnight drilling for upcoming electrical work. The westbound lane of W. Line Street will close at the intersection to accommodate the work. Detours are available. Work is scheduled Monday through Friday from 9:00 pm to 4:00 am. Drivers may experience brief delays.

·     Fish Springs Pavement Project – The contractor is preparing to put this project into winter suspension. Drivers may encounter temporary lane and shoulder closures as work wraps up on signs, striping, rumble strips, and sidewalks. The speed limit in Big Pine is 25 mph and 55 mph south of town. Work is scheduled Monday through Friday from 6:30 am to 6:00 pm.

·     Olancha-Cartago 4-Lane Project – On U.S. 395, from south of Olancha to north of Cartago, drivers may encounter intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Meadow Farms ADA Project received $13.56 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. For more information about IIJA, visit build.ca.gov/iija-by-the-numbers.

The Fish Springs Pavement Project received $4.77 million and the Bishop Pavement Project received $2.4 million from Senate Bill (SB) 1.SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1. For more information about other transportation projects funded by SB 1, visit build.ca.gov.
