CITY COUNCIL MEETING AGENDA

​NOTICE TO THE PUBLIC: Please be advised this meeting is accessible to the public in person, on the City of Bishop website, or on the local government cable channel 12. In compliance with the Americans with Disabilities Act, all parts of this meeting can be made accessible to the deaf or people with hearing loss upon request to the City Clerk at 760-873-5863 Extension 124. Notification at least 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.102-35.104 ADA Title II).

​Public comments may be made:

​In person: Members of the public desiring to speak on a matter appearing on the agenda shall ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a Speaker Card prior to the meeting). Comments will be limited and to the Agenda item being discussed. Please be brief and avoid personal attacks.

​In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=9 to submit an “eComment” on any item listed on the agenda, which will be read into the public record prior to the City Council’s review of the meeting. You may also hand deliver public comments to the City drop/payment box located at the entrance of the Council Chambers, or mail to the City of Bishop, at PO Box 87, Bishop, CA 93515. Comments received prior to the above noted time will be distributed to the Council for their review and consideration prior to taking action. All written public comments received after that time will not be read aloud but will be placed in the public record at the earliest possibility. Please note written public comments received will be read aloud at the meeting.

​Any writing that is a public record that relates to an agenda item for open session distributed less than 72 hours prior to the meeting will be available for public inspection at the office of the City Clerk at 377 West Line Street during normal business hours. Recommended Action: Council consider/motion to approve the proposed Granicus Subscription Renewal for the current services provided from November 12, 2025 to November 11, 2028 as presented per the attached agreement.

Recommended Action: Council consideration to:

​Approve Task Order 25-TO-05 with HELiX Environmental Planning, Inc., in the not-to-exceed amount of $54,000.

​Approve Task Order 25-TO-07 with Lumes & Associates in the not-to-exceed amount of $46,000.

​Authorize the Public Works Director to execute the task orders on behalf of the City, and

​Approve the budget adjustment transferring $110,000 from the General Fund to the East Line Street Bridge Replacement Project Fund

​M. Consideration of Request from Coalition Against Bigger Trucks (CABT) for Letter Opposing Increased Size of Commercial Trucks

Recommended Action: Council consideration to approve the attached letter from the Mayor, on behalf of the City of Bishop, to the State Senate Transportation Committee opposing an increase in the allowable size and weight of commercial trucks, as requested by the Coalition Against Bigger Trucks (CABT).

Recommended Action: Council consideration to approve of the 2025-2030 Water and Sewer Capital Improvement Plans as presented.

​B. A-Frame Building (Bishop Area Chamber of Commerce and Visitors Center) – Structural Integrity and Site Considerations

Recommended Action: Staff recommends that the City Council receive and provide direction on the structural condition assessment report prepared by Wood Rodgers, Inc. regarding the current A-Frame at the Bishop City Park.

​Council direction is necessary regarding the future of the A-Frame building, including potential seismic modifications, based on this condition, and other site planning options based on recent assessments and environmental considerations.

​Commensurate with any direction staff also requests Council consider potential funding options as there is currently no budget allocated for this project.
