Traffic Advisory for the Week of 8/12/2024 – 8/16/2024

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of August 12 – August 16.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

·     State Route 58 Median Safety Devices Project – On State Route 58 from the junction with State Route 14 to Exit 165 near Mojave, the shoulders in both directions will close while crews repair and upgrade guardrail Monday and Tuesday from 7:00 am to 4:00 pm.

Inyo County

·     Dunmovin Thin Blanket Project – On U.S. 395 between Coso Junction and Haiewee Canyon Road, crews will apply a thin layer of asphalt on the road to improve its integrity and extend the service life. At least one lane will remain open in each direction and the speed limit will be reduced to 55 mph through the construction area. Work is scheduled Monday through Thursday from 6:00 am to 7:00 pm, and on Friday from 6:00 am to 3:00 pm. Drivers may experience brief delays.

Mono County

·     Lee Vining Canyon Pole Replacement – On State Route 120 W from Utility Road to Lower Lee Vining Campground Road, utility crews will replace poles and wires on Thursday from 9:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     Gull Lake Pole Replacement – On State Route 158 (June Lake Loop) at Lyle Terrace Road, utility crews will replace poles on Friday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     Benton Pole Replacement – Utility crews will replace poles around Benton in the following locations:

·     On State Route 120 E from Clark Ranch Road to U.S. 6

·     On U.S. 6 at Goolsby Ranch Road

Work is scheduled on Saturday, August 17 from 7:00 am to 5:00 pm and drivers may experience 10-minute delays.

·     China Lake Water Main Replacement – On State Route 178 E between N. Brady Street and N. Victor Street, the westbound outside lane is closed while crews replace a water main Monday through Friday from 6:00 am to 4:00 pm. The outside lane will reopen after work hours and the shoulder will close at night.

Inyo County

·     Olancha-Cartago Traffic Switches – There are two traffic switches on U.S. 395 for the Olancha-Cartago project. At the southern end of the project area, there is a traffic switch between Sage Flats Road and N Haiwee Road. At the northern end of the project area, there is a traffic switch north of Cartago. The speed limit is reduced to 45 MPH through the new alignments for driver safety. Drivers may experience short delays.

·     Olancha Shoulder Closures – On U.S. 395 at the junction with State Route 190 in Olancha, there will be intermittent shoulder closures to allow trucks access to deliver material Monday through Wednesday from 7:00 am to 5:00 pm.

·     State Route 190 Emergency Repairs – On State Route 190 from State Route 136 to Darwin Road near the western boundary of Death Valley National Park, crews continue to rebuild shoulder berms Monday through Friday from 5:30 am to 6:00 pm.

·     Bishop Utility Work – On the following highways in Bishop, utility crews will place fiber optic cable on poles:

·     On U.S. 395 from Wye Road to Brockman Lane

·     On State Route 168 W (W. Line Street) from Tu Su Lane to Pa Me Lane

Work is scheduled Monday through Friday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     W. Line Street Utility Work – On State Route 168 W (W. Line Street) from Meadow Lane to Sunland Drive in Bishop, there will be utility work Monday through Friday from 7:00 am to 7:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

Mono County

·      Horizontal Curve Warning Signs Project – Crews will replace traffic signs in the following locations:

·     On State Route 89 (Monitor Pass) from U.S. 395 to the Alpine County line

·     On State Route 108 (Sonora Pass) from U.S. 395 to the Tuolumne County line

·     On State Route 120 W from the Tuolumne County line to Ellery Lake Campground

·     On State Route 182 from Masonic Road to the Nevada state line

·     On State Route 270 from U.S. 395 to the end of the pavement

Work is scheduled Monday through Friday from 6:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

·     Sonora Junction Shoulders Project – On U.S. 395 between Burcham Flat Road and Sonora Junction, crews are working on erosion control and installing steel posts for the retaining wall. Work is scheduled from 10:00 am to 7:00 pm Monday through Friday, and 10:00 am to 3:00 pm on Friday. There is one-way traffic control and drivers may encounter 20-minute delays.

·     Conway Ranch Shoulders Project – On U.S. 395 between State Route 167 and just north of Conway Ranch Road near Mono City, crews will back the shoulders, install signs, and construct dikes. Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. There is one-way traffic control and drivers may encounter 20-minute delays.

The $16.8 million Sonora Junction Shoulders Project and $8.3 million Conway Ranch Shoulders Project were funded by the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The $10.027 million Dunmovin Thin Blanket Project is funded by Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
