Sandra MoberlyMono County Board of Supervisors Selects Sandra Moberly for County Administrative Officer Role MONO COUNTY, Calif. (JUNE 21, 2023) – Supervisor Rhonda Duggan, Chair of the Mono County Board of Supervisors, has announced the selection of Sandra Moberly as the new Mono County Administrative Officer (CAO). The Board of Supervisors will approve Ms. Moberly’s contract at their July 11, 2023 meeting, and Moberly will assume the CAO role effective August
21, 2023.

“Sandra brings a wealth of public sector experience and an intimate working knowledge of local government to this role,” said Supervisor Rhonda Duggan, Chair of the Mono County Board of Supervisors. “It was important for us to take the time to identify a strong, collaborative leader that could both fit within the Mono County culture, and strategically elevate our service
offering to the community. We are confident that Sandra is the right leader for the job.” Ms. Moberly has spent the past 16 years working for the Town of Mammoth Lakes, most recently serving as Community and Economic Development Director. In that role, Moberly leads the daily operations and long-term planning of the department, overseeing a staff of 11 and managing a $1.9 million operating budget. Throughout her career, Moberly has acquired experience in executive leadership, intergovernmental and interdepartmental relations, financial stewardship, team leadership, and community-based projects. The breadth and depth of Moberly’s background and experience will assist in the enhanced delivery of services to Mono
County residents and visitors.

“I am both honored and excited to be selected as Mono County’s next County Administrative Officer,” said Moberly. “As a 17-year Mono County resident, I am excited for the opportunity to serve the community where I live and am raising my family. I am eager to collaborate with passionate elected officials, dedicated County staff, and engaged residents to advance the County’s strategic objectives and further the vision of outstanding community services and quality of life beyond compare.”

Ms. Moberly received her Bachelor of Arts degree from the University of California, Irvine, and her Master of Public Administration degree from Kent State University. In addition to her formal education, Moberly retains a number of professional certifications and credentials, and has served in a variety of volunteer service positions both in Mono County, and statewide.

Moberly assumes the CAO role from Mary Booher, who has served as Interim CAO since April 4,
2023.
