Recent MONET Investigations in the Town of Mammoth Lakes
(PRESS RELEASE – MCSO) The Mono County Narcotics Enforcement Team (MONET), along with the assistance of Mono County Sheriff Deputies, concluded a narcotics warrant investigation in the Town of Mammoth Lakes.

On the morning of Sunday, December 15, 2013, at approximately 7:00am, MONET agents, and the Mono County Sheriff’s Office, conducted a search warrant

investigation at a residence in the Town of Mammoth Lakes. With this initial search warrant, additional information was obtained, leading to another residence, also in Mammoth Lakes, being included in the narcotics investigation. Between the two searches, and several alerts by narcotics detection K-9, Tara, indicating the presence of narcotics, the subsequent discovery and recovery of approximately four (4) ounces of cocaine; concentrated cannabis; multiple types of prescription narcotics; several digital scales; plastic bindles; pay sheets indicating the sales of narcotics; and one pistol led to the arrest of four individuals who were transported and booked into the Mono County Jail in Bridgeport without incident.
Vasiliy Shkunov, age 23, of Mammoth Lakes, CA, was ultimately arrested for possession of a controlled substance; possession of a controlled substance for the purpose of sales; sales of a controlled substance; possession of prescription narcotics; being under the influence of a controlled substance; and conspiracy to commit a crime. Mr. Shkunov is currently in custody at the Mono County Jail.

Alyssa Magana, age 20, of Mammoth Lakes, CA, was arrested for possession of a controlled substance and being under the influence of a controlled substance.

Steven Barone, age 24, of Harbor City, CA, was arrested for possession of a controlled substance and being under the influence of a controlled substance.
All charges for the four (4) individuals are pending through the Mono County District Attorney’s Office.

No, the Alcoholics made all the hard core drug quote ” Guidelines” our judges must go bye.
All we need are zombies with potato chips in hand while walking around town! Sure, legalize it and we won’t get anything done.
Just like prohibition (where people didn’t like drunks walking around town not getting anything done) its just a matter of time before people are forced to mind their own damn business.
If I had a neighbor,or knew of someone dealing coke,pills,illegally in possession of a weapon,and dealing their wares on my street and my neighborhood,not only would it be “my damn business”,but also something the local Law Enforcement would soon know about…in case you haven’t read,or noticed on your own,drug pushers and dealers are usually violent thieves that can ruin a neighborhood in quick order if people just watch,sit on their hands,and do nothing about it out of fear.
Have to agree with Wayne on this. I have no place in my heart, or my neighborhood, for drug dealers. Worst of humanity in my opinion.

I can’t just eat one, they are clearly an addictive substance.
As long as I don’t eat the first chip I am safe from the downward spiral of idle life.
I’m just one chip away from polishing off an entire bag and becoming part of the sofa.
My “chip of choice” varies from day to day; yesterday it was the classic corn Frito.
Weed just ads danger to the mix. If they make medical Marijuana potato chips as you suggest, we could be in real trouble! Or perhaps we could use them as a weapon of mass dysfunction.

Just like the same-sex marriage thing, it’s just a matter of time before recreational marijuana smoking is entirely legal.(Utah excluded). Every generation begets a more liberal and mind-your-own-damn-business philosophy than the one before it. As it should be.
Watchdog…I actually think they should make recreational marijuana use legal….with a LOT of guidelines,so it doesn’t get out of control like the “medical-marijuana” thing did….intended to help those with major medical issues and relieving their pain,and not what it turned into…helping 20-somethings with their asthma and ingrown toe-nails.. and stress…..If it does become legal,all the pot smokers aren’t going to turn their backyards into personal-use pot farms…they will still purchase from their long-time dealers.And those that do decide to start growing,it won’t be just for THEIR use….it will be to deal and sell to their friends too…an “under-the-table” business to avoid a 9 to 5 job,or having to pay taxes.It’s NEVER going to turn into something to where you can go into a quick-stop and buy a quarter ounce.And what about the employment issue?…will an employer be forced to hire someone that regularly uses marijuana?…or use it as a reason for a lawsuit if they are to be fired from a job if they test positive?…will they even be able to test an employee for a job that requires driving or having to solve problems or think much?…what about HAZ-MAT drivers…will their random-testing come to a stop ? That’s what the concern is….the hardcore “pot-heads” pushing every button they can and see what they will be able to get away with….which they will try to do…smoking weed in public…..smoking weed and driving a vehicle..legally able to smoke weed while on your lunch break,coming back to work stoned and high,and feeling an employer can’t do much about it…I can see it now….”E-weed” cigs,and able to smoke in restaurants…the hardcore potheads will try to see it as no different than taking a couple aspirins….and if some of them do start growing their own,the dealers that they used to buy from….due to their “loss of income” will they move on to selling harder drugs,and pushing them, to suppliment their lost income.Let’s face it,judging from the arrests made,not only those that are reported on here in the Owens Valley,but nationwide,most of those pushing and selling pot are also pushing other more dangerous drugs too…able to make lots of money,live large,and not have to work or pay taxes….and get high,all at the same time….and not have to work a regular job…My fear is the Government won’t be able to control the issue…it will get way out of hand….and we’ll have a whole new generation of people with drug issues..which brings on other issues for everyone.If it’s legal,the price of weed won’t come down any….more people will experiment and use….more family problems between parents and their kids….more problems between spouses….more headaches for LE…..those that will over-indulge and screw up their lives doing so….and others lives….been there,done that….and now see it DAILY with others,even in these small little towns….moral of the story….be careful what you ask for and want…..we’ll see what happens IF it’s ever legalized Nationwide….except for Utah.

In my opinion the Jack Ass’s that declared war on drugs in our country, declared war on a large percentage of our American youth. Especially when you define weed as a narcotic and not alcohol.

Yes Wayne, I would let them walk if they only sold to adults. Our pharmacy’s are making a fortune doing just that.
Trouble…..They were (allegedly) in possession of over 4 OUNCES of cocaine….that’s a LOT of coke….show me a pharmacy you can walk into and purchase that…
4 ounces is one week personal supply for a family of four in some high end condos. Get caught smoking a 1/4 gram rock in Watts and you’ll do more time than this amount in Beverly Hills. Nice if everyone would just quit, but in the meantime tens of thousands of corpses are piling up south of the border.

Pedro….Unless I’m mistaken,if your (allegedly) dealing high-end dope,such as cocaine and meth,and your in possession of a weapon,not only will LE confiscate the weapon,but also a whole different charge to be slapped on you,besides all the controlled substance violations….Chief Watson,help me out with this one.

They are too interested in drugs to study hard enough to pass college level classes. This is what is wrong with your thesis, abusing drugs instead of studying hard and working hard hurts not just them but everyone. Drug users are not productive people and drag everyone’s standard of living down, not to mention the thefts used to finance a drug addiction. But you seem too selfish to understand this simple concept.
….Have you ever been to Bodie in the middle of the Winter ?
I went to Bodie in the middle of winter, it was closed and snowy but I was able to get in with my 4×4. A full time parks service family was living in one of the houses. Ranger told me it was tough duty with a high turn over. It looked pretty neat to me; snow cats, isolation, old stuff to protect, etc. That was probably 15 years ago, I’ll bet they have a gate now. I love Bodie, its hard to pass it up when in the neighborhood. How bout you Wayne, you got a Bodie in winter story?

Mongo….I did go to Bodie in the Winter many years ago in 1986…….The park is still open through the Winter,but only access is snow-cat,snowmobile,or cross-country skiing,from what I understand…..The snowdrifts restrict vehicle access..a couple years ago,someone tried the back-way after a storm,probably Conway Ranch Rd,got stuck,and ended up losing his life a short distance from his vehicle…Bodie is an AMAZING place,and definatally should be on everyone’s bucket-list of things to see before you die…

One summer we took the skiff to Alcatraz to check out the spot where escapees were shot at in the water with machine guns. My dad wanted to scuba there with a UW metal detector to try and find some slugs. A Parks Service worker came out to greet us before we were even 100′ from shore. He told us that we were prohibited from landing. He also said that the high water line rules did not apply and that we had to stay at least 500′ from shore. I went back to take the tour but it wasn’t as much fun as the unauthorized landing, my wife who was with us isn’t much of a cold water sailor. In her defense I will say that she hiked with me in the snow to the Ashram.
Mongo…..I’ve never been to Alcatraz…..as a visitor or an inmate…..but would really like to go…but ,like you say,going out on your own to the island,which I guess you can’t do, would be a lot more fun than taking the tour….kinda the same as with Bodie….would love to be able to walk the streets of Bodie at night,and then to a little camp-site just out of town…..but I guess you can’t do that either…

ferdinand….If they were to do that,Mammoth Lakes would resemble Bodie in the middle of winter….and the Mono County jail would have to expand to Alcatraz to detain all those you mention.
…Isn’t it nice thinking young people like these,and in the type of “business” they are in also have a pistol in their possession during their arrest…with the “pay sheets” documenting their drug sales,I’m betting the buyers,when they get a knock-knock, are looking out their windows before opening their doors now.

This is perfect example of why we need cannabis dispensary available.
Mostly because ligitiment people, including myself who are only looking for a little bit of marijuana, “go to the dispensary for its safe access.” We don’t have to be involved with the “War On Drugs,” we don’t have to support illegal drug dealers with firearms, whom are dealing narcotics, prescription narcotics, and little bit of pot on the side.
Busts like this is how to educate society that marijuana not the “dangerous drug of 2013,” its more dangerous trying to get some buds off the streets.
Bravo MONET. Weed out the illegal drug dealers from the streets, and help the medicinal cannabis community be safe from them.
