– Multi-agency Notice (in English and Spanish) for July 4th, 2013
In an effort to enhance public safety while simultaneously encouraging safe and responsible 4th of July recreating, the Bishop Police Department, Los Angeles Department of Water and Power (LADWP), California Highway Patrol, Inyo County Road Department, Inyo County Sheriff’s Office and Bishop Fire have developed a cohesive enforcement and operations plan for the citizens and visitors of Bishop.
Effective July 4th, 2013 the following areas of Bishop will have enforced parking restrictions:
• No parking: Line Street / Poleta Road from the Bishop Creek Canal to one mile east of Airport Road: noon to 10:00 PM
• No parking: Airport Road: noon to 10:00 PM
• No parking: Hanby Street from behind the Bishop City Park to just north of E. Pine Street: 6:00 AM – 10:00 PM
• No parking: Spruce Street from Yaney to Wye Road: 6:00 AM – 10:00 PM
• No parking: E. Yaney Street from Spruce to Hanby: 6:00 AM – 10:00 PM
There will be LADWP enforced road closures in the following locations:
• Bishop Creek Canal from Williams Waste to Line Street: noon July 4th – noon July 5th
• South Fork Bishop Creek / Rawson Creek from Bishop Creek Canal to Poleta Road: noon July 4th – noon July 5th
“This is the second consecutive major dry year in a row in the Owens Valley and Eastern Sierra,” said Sheriff Bill Lutze. “This multiagency effort is intended to improve the 4th of July experience for residents and citizens by establishing safe areas to view fireworks without impeding traffic or delaying response efforts in case of fire, ambulance, or other emergency along County and City roads.”
Historically people have been allowed to park in undeveloped locations to view the fireworks display at the Bishop Airport. This has contributed to safety concerns for the environment, the community of Bishop, and the many volunteers and professionals who fight fires. All of the agencies involved appreciate the public’s cooperation.

En un esfuerzo para mejorar la seguridad pública y al mismo tiempo promover la recreación responsible y segura éste 4 de Julio, la Oficina del Alguacil del Condado de Inyo, el Departamento de Policía de Bishop, la Patrulla de Caminos de California, el Departamento de Agua y Luz de Los Ángeles (LADWP), el Departamento de Carreteras del Condado de Inyo, y el Departamento de Bomberos de Bishop han desarrollado un plan cohesivo de operaciones para los residentes y visitantes de Bishop.
Efectivo éste 4 de Julio se aplicara restricciones de estacionamiento en las siguientes áreas de Bishop:
• No hay estacionamiento: Line Street / Poleta Road desde el canal de Bishop Creek hasta una milla al este de Airport Road: mediodía – 22:00
• No hay estacionamiento: Airport Road: mediodía – 22:00
• No hay estacionamiento: Hanby Street desde detrás del parque de Bishop hasta al norte de E. Pine Street: 6:00 – 22:00
• No hay estacionamiento: Spruce Street desde Yaney Street hasta Wye Road: 6:00 – 22:00
• No hay estacionamiento: E. Yaney Street desde Spruce Street hasta Hanby Street: 6:00 – 22:00
LADWP aplicara los cierres de carreteras en los siguientes lugares:
• Canal de Bishop Creek desde Williams Waste hasta Line Street: mediodía 4 de Julio – mediodía 5 de Julio
• South Fork Bishop Creek / Rawson Creek desde el canal de Bishop Creek hasta Poleta Road: mediodía 4 de Julio – mediodía 5 de Julio
“Este es el segundo año que a resultado muy seco en el Owens Valley y Eastern Sierra”, dijo el Alguacil Bill Lutze. “Este esfuerzo multiinstitucional es para mejorar la experiencia de los residentes éste 4 de Julio y establecer zonas de seguridad para ver los fuegos artificiales sin bloquear tráfico o atrasar esfuerzos en caso de incendio, ambulancia, u otra emergencia en caminos del condado y la ciudad.”
Históricamente personas han sido autorizadas a estacionar en lugares subdesarrollados para ver el espectáculo de fuegos artificiales en el aeropuerto de Bishop. Esto ha contribuido a preocupaciones de seguridad para el ambiente, la comunidad de Bishop, todos los voluntarios y profesionales que combaten los incendios. Todas las agencias involucradas aprecian la cooperación del público.

Many of the people who park on the side streets to see the fireworks are being cheap BUT..many just can’t afford the entry free.
Why not do like they do for the Shrine Circus and have people pledge money or get donations for some family passes for those that can’t afford to go?

Mr. “BobK”- actually no I’m not upset that I had to “shell out $20;” my house actually looks directly at the airport and from my back porch I can see them just fine.
What I’m upset about is law enforcement using the standard excuse of “public safety” to justify all sorts of nefarious activities that they engage in. If it’s really for “public safety” PROVE IT; prove that public safety has been compromised in the past to justify this new tactic. The reality is there has never been a public safety issue in the past therefore the rationale doesn’t exist today to state the “public safety” mantra. It just doesn’t exist….and the sheeple in these parts just hear “public safety” and go right along with it; it’s truly sad that people just don’t question authority anymore and I’ll assume that you don’t either.

How many people questioned authority when we were told Weapons of Mass Destruction surely existed in Iraq?
How many are enraged in that the estimated 1,033,000 deaths as a result of the conflict and the country gone bankrupt trying to pay for the war that only made profits for Lockheed Martin and Halliburton?
How many still refuse to question the fact that the authority of the day, Vice President of the U.S. and his wife were once former CEOs of the defense contract companies mentioned above?
The burden of proof is on law enforcement to show that “public safety” was actually impacted to justify closing roads to parking. As someone whose lived in the area for 13 years and is very involved with local politics there isn’t a single documented “incident” on the 4th other than DUI arrests. I would really like to see the evidence from law enforcement that this road closure is necessary….I’m waiting and my email address is readily available. Law Enforcement, you have 30 days to prove to me that “public safety” was an issue in the past and that closing roads for 24 hours is justified.
Why would the Sheriff dept. be our contact for Bishop City Parking?
The city is within the County Of Inyo.
Truth Be Told- this is a lousy way for the volunteer fire dept. to get people to pay for their fireworks show. I’d rather they cancel it and be honest why, than cheap stunts like this one.
You should go out and help them set up and put in your time so that others can enjoy the holiday. This BVFD doesn’t NEED to put on the show for the city but every year they do. Cheap stunt or something to help offset the deficit? I think its great freeloaders can go to the casino.
Fascinating that these local agencies are citing “Public Safety” concerns to shut down all these roads on the Fourth of July yet not one incident has ever actually occurred. There has not been a fire, car accident, or human accident/fatality EVER recorded in the past 13 years I’ve been in Bishop. Public Safety, my A**!
It’s about time, this is the one time I feel the city and county need to do this. I get tired of year after year of all the cheapskates wanting to see the airport fireworks without paying for them. This event is a major fundraiser for the Bishop Volunteer Fire Department, So open your wallets and pay your $20 bucks and support your local volunteer fire department.

As soon as I saw the title of this article, my blood pressure rose, and I thought of barricades erected by Friends of the Inyo (aka: Friends of Green Sticker Money), and how I’m going to have to go rip them all out during the 4th of July Holiday!
NOW, I see that it’s just a friendly reminder about road closures around town…
