NOTICE TO THE PUBLIC: Please be advised this meeting is accessible to the public in person, on the City of Bishop website, or on the local government cable channel 12. Public comments may be made:
- In person: Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a speaker card prior to the meeting). Comments for all agenda items are limited to a speaking time of three minutes unless modified by the Mayor.
- In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=8 to submit an “eComment” for the corresponding meeting. Please note that eComment submissions close at 2:30 p.m. on the day of the meeting. You may also hand deliver public comments to the City drop/payment box located at the Church Street entrance to City Hall on or before the deadline noted above. All written public comments received prior to the above noted time will be distributed to the Council for their review and consideration prior to the meeting. All written public comments received after that time will be provided to the Council at the earliest possibility. Please note written public comments received will not be read aloud at the meeting.

A. Acknowledgment of Fiscal Year 2025-26 Police Department Budget Variance and Ratification of Corrective Actions
Acknowledge the anticipated Fiscal Year 2025-26 Police Department expenditure budget variance identified during year-end closing; ratify management-level budget adjustments made within existing authority; authorize the Finance Director to record all accounting entries necessary to properly close Fiscal Year 2025-26; and direct staff to implement additional year-end budget monitoring procedures and provide the resulting documentation to the City’s independent auditor.
B. Second Reading and Adoption of an Ordinance Repealing Section 17.80.110 of Chapter 17.80 and Adding a New Chapter 17.81 – Appeals to Title 17
Council to approve the ordinance repealing Section 17.80.110 of Chapter 17.80 and Adding a New Chapter 17.81 – Appeals to Title 17 (by title only).

A. League of California Cities Resolution
Council to provide the City’s voting delegate and alternate voting delegates direction regarding the Council’s position on the California Cities Resolution No. 1 to be voted on at the California Cities General Assembly Meeting on Friday, September 25, 2026.
B. Consideration of City Participation in Supporting Year-Round Commercial Air Service at the Eastern Sierra Regional Airport
Authorize the City of Bishop to participate in the regional effort to secure year-round United Airlines service between the Eastern Sierra Regional Airport and San Francisco through a $35,000 annual contribution toward the air service subsidy, funded through a reallocation of the City’s existing $85,000 annual services agreement.
C. RESOLUTION: Establishing Timed Parking Zones and Permit Parking Zones Pursuant to Section 10.28.140 of The Bishop Municipal Code.
Adopt a Resolution establishing timed parking zones and permit parking zones pursuant to Section 10.28.140 of the Bishop Municipal Code, and direct staff to implement the Parking Study recommendations identified in Exhibit A.
D. RESOLUTION: Amending Resolution No. 2026-05 to Revise Certain Commercial Water and Sewer Classifications and Rates.
City Council consideration and approval of a resolution to revise certain water and sewer classifications and charges.
E. Discussion and Direction Regarding changing to City Manager Form of Government
Consider and provide direction to the City Attorney to prepare an ordinance and initiate the transition to a Council-Manager form of government for Bishop.
