Traffic Advisory for the Week of 8/17/2026 to 8/21/2026

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of August 17 – August 21.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Mono County

·    Tom’s Place Utility Work – On U.S. 395 from Rock Creek Road to Lower Rock Creek Road near Sunny Slopes, utility crews will replace poles Tuesday through Friday from 8:00 am to 4:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.

·    June Lake Utility Work – On State Route 158 from U.S. 395 to Lakeview Drive, utility crews will replace poles Monday and Tuesday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 5-minute delays.

·    Mono Lake Utility Work – On State Route 167 from Dobie Meadows Road to approximately 6 miles west near Mono Lake, utility crews will replace poles Monday through Friday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

·    Bridgeport Utility Work – On U.S. 395 from Sinclair Street to just west of Emigrant Street, utility crews will replace poles Monday through Friday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

Inyo County

·    Bishop Creek Utility Work – On State Route 168 W from Big Trees Road to Bishop Creek Camp Road near Aspendell, utility crews will replace poles on Thursday from 8:00 am to 4:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.

·    Owens Lake Utility Work – On U.S. 395 from Cottonwood Road to Bartlett Road south of Lone Pine, utility crews will replace poles Wednesday and Thursday from 8:00 am to 8:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.

Ongoing Traffic Impacts

Inyo County

·    Bishop Pavement Project – Mc Iver Street will fully close from U.S. 395 for pedestrian bulbout and rapid flashing beacon construction. Businesses are open and accessible during construction. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road. Work is scheduled Monday through Friday from 6:30 am to 6:00 pm. Drivers may experience brief delays.

·    City of Bishop Water Main Replacement Project – On State Route 168 W (W. Line Street) from Fowler Street to U.S. 395, the road remains fully closed while the City of Bishop replaces its water line. There will also be intermittent lane closures between Pa Ha Lane and Red Hill Road. Work is scheduled 24 hours a day Monday through Friday. Detours are available.

·    Manzanar Pavement Project – On U.S. 395 from Fish Hatchery Road near the Fort Independence Reservation to 2.5 miles south of the Manzanar National Historic Site, crews are rehabilitating the pavement, constructing pedestrian bulbouts in Independence, and installing a flashing pedestrian beacon with a mast arm at Market Street. All traffic has switched to the new northbound lanes using a temporary crossover about two miles south of Manzanar while crews rehabilitate the southbound lanes. The outside northbound lane is closed in town and turns onto several cross streets are unavailable from U.S. 395. The speed limit is reduced to 55 mph and 25 mph within Independence. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience delays.

·    Lone Pine Sidewalks Project – On U.S. 395 in Lone Pine, the outside lane and shoulders are closed while crews build sidewalks and replace drainage infrastructure in the following locations:

·    Southbound from Teya Road to Inyo Street,

·    Northbound from Locust Road to E. Lubken Avenue.

Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. Drivers may experience brief delays.

Mono County

·    Mammoth Lakes Tree Work – On State Route 203 from Forest Trail to U.S. 395, crews will continue to trim trees Monday through Thursday from 7:00 am to 5:30 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

·    Bridgeport Pavement Work – On State Route 182 from the junction of U.S. 395 to approximately 1.5 miles north of the Bridgeport Reservoir dam, crews continue to grind and rehabilitate the pavement Monday through Friday from 6:00 am to 5:00 pm. There will be one-way traffic control, and drivers will experience 5-minute delays.

The Manzanar Pavement Project received $44.64 million and the Bishop Pavement Project received $18.36 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Manzanar Pavement Project received $5.78 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
