Traffic Advisory for the Week of 7/13/2026 to 7/17/2026

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of July 13 – July 17.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

· Rosamond Ramp Striping – On the northbound State Route 14 off-ramp to Rosamond Boulevard, the ramp will fully close while crews stripe the pavement on Tuesday from 10:00 am to 2:00 pm. Detours will be available.

· Mojave Median Mowing – On State Route 58 from Exit 172 to California City Boulevard, the median and shoulders will close while crews mow vegetation Wednesday through Friday from 8:30 am to 4:00 pm.

Mono County

· State Route 108 Shoulder Closure – On State Route 108 from U.S. 395 to the winter closure gate near the Marine Corps Mountain Warfare Training Center, the shoulders in both directions will close while crews haul large amounts of excavated material. Work is scheduled Monday through Friday from 8:00 am to 4:00 pm.

· Devil’s Gate Pavement Sealing – On U.S. 395 from Swauger Creek Road to Burcham Flat Road north of Bridgeport, crews will seal cracks in the pavement Monday through Wednesday from 7:30 am to 3:30 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

· State Route 167 Pole Replacements – On State Route 167 from 9 miles east of Mono City to Dobie Meadows Road, utility crews will replace poles Monday through Thursday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 5-minute delays.

· Mono Lake Utility Work – On U.S. 395 from Picnic Grounds Road to Cemetery Road north of Lee Vining, utility crews will replace poles Tuesday through Thursday from 8:00 am to 4:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.

· US 395 Sawmill Shoulder Work ‑‑ On US 395 from State Route 203 to Sawmill Cutoff Road, the northbound outside lane and shoulder will close while crews make repairs to the roadway Monday through Wednesday from 7:00 am to 3:30 pm. Drivers may experience brief delays.

· Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews will construct new lighting at the Tom’s Place intersection. There will be intermittent lane closures and drivers may experience brief delays. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.

Ongoing Traffic Impacts

Inyo County

· Bishop Pavement Project – The southbound outside lane of U.S. 395 and sidewalk between Academy Avenue and Line Street are closed for sidewalk and drainage work and turns onto Academy Avenue and Church Street are unavailable. State Route 168 W (W. Line Street) will fully close between U.S. 395 and Fowler Street beginning Monday, July 20, while crews replace drainage infrastructure, install new traffic lights, and construct new pedestrian curbs. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road. Work is scheduled Monday through Friday from 6:30 am to 6:00 pm. Drivers may experience brief delays.

· City of Bishop Water Main Replacement Project – On State Route 168 W (W. Line Street) from Fowler Street to U.S. 395, the road will fully close intermittently while the City of Bishop replaces its water line. There will be temporary lane closures from Mumy Lane to Meadow Lane as well. Work is scheduled Monday through Friday from 8:00 am to 4:00 pm. Detours are available.

· Manzanar Pavement Project – On U.S. 395 from Fish Hatchery Road near the Fort Independence Reservation to 2.5 miles south of the Manzanar National Historic Site, crews are rehabilitating the pavement, constructing pedestrian bulbouts in Independence, and installing a flashing pedestrian beacon with a mast arm at Market Street. All traffic will switch to the new northbound lanes using a temporary crossover about two miles south of Manzanar next week so crews can rehabilitate the southbound lanes. One lane in each direction is closed in town and turns onto several cross streets are unavailable from U.S. 395. The speed limit is reduced to 55 mph and 25 mph within Independence. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience delays.

· Lone Pine Sidewalks Project – On U.S. 395 in Lone Pine, the outside lane and shoulders in both directions are closed while crews build sidewalks and replace drainage infrastructure in the following locations:

· From Teya Road to Inyo Street,

· From Locust Road to E. Lubken Avenue.

Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. Drivers may experience brief delays.

Mono County

· Bridgeport Utility Work – On U.S. 395 from Emigrant Street to one mile north, utility crews continue to replace poles Monday through Friday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 5-minute delays.

· Conway Summit Pole Replacement – On U.S. 395 from Virginia Lakes Road to State Route 270 (Bodie Road), the southbound outside lane and shoulder will close while utility crews continue to replace poles Monday through Friday from 7:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.

The Manzanar Pavement Project received $44.64 million and the Bishop Pavement Project received $18.36 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Manzanar Pavement Project received $5.78 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
