Arson Arrest – Bivy Fire

On Tuesday, May 19, 2026, at approximately 1:52 a.m., Bishop Police Department alongside the Bishop Fire Department were dispatched to a structure fire with entrapment at the Eastside Guesthouse and Bivy located at 777 N Main Street in Bishop, Ca.

Bishop Police officers arrived on scene and started evacuations of nearby residents who were currently occupying rooms at the Eastside Guesthouse and Bivy. Chief Russell arrived on scene and established the “Bivy Command.” Chief Russell received information from Bishop PD that all occupants have made it out safely from all structures on the property.

After locating suspicious items on scene, this prompted a multi-agency investigation. Investigators from Bishop Police Department, Bishop Fire Department, Inyo County Sheriff’s Department, Inyo County District Attorney’s Office and CalFire Arson and Bomb Investigations all came together collaboratively to investigate and identify a potential suspect.

Later that afternoon, Investigators located, 46-year-old female, Narcona Stephenson of Ridgecrest, California, and arrested Stephenson on the following charges and is being held at the Inyo County Jail on $850,000 bail.

  • 22 counts – PC 664/187 – Attempted Murder – Felony

  • 1 count – PC 451(A) – Arson causing great bodily injury – Arson (F) – Felony

  • 1 count – PC 3455 – PRCS Violation (F) – Felony

  • 1 count – PC 647(H) – Disorderly Conduct: Loiter/etc. private property (M) – Misdemeanor

  • 1 count – HS 11550(A) – Use/under influence of controlled substance (M) – Misdemeanor

  • 1 count – HS 11364(A) – Possess unlawful paraphernalia (M) – Misdemeanor

  • 1 count – PC 2810(A) -Unlawful possession/use of tear gas or tear gas weapon (M) – Misdemeanor

  • 1 count – PC 148.9(A) – Give false ID to PO – All other offense (M) – Misdemeanor
