Traffic Advisory for the Week of 8/19/2024 – 8/23/2024

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of August 19 – August 23.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Inyo County

• Fish Springs Surveying – On U.S. 395 from Fish Hatchery Road to Steward Lane south of Big Pine, crews will survey the median on Tuesday from 8:00 am to 4:00 pm.
• Bishop Utility Work – On U.S. 395 from Sunland Reservation Road to Jay Street, the northbound shoulder will close while crews perform utility work Monday through Friday from 7:00 am to 5:00 pm.

Mono County

• June Lake Triathlon – The June Lake Triathlon is scheduled for Saturday, August 17 from 7:00 am to 5:00 pm on the following state highways:
• State Route 158 (June Lake Loop) from the southern junction with U.S. 395 to the northern junction
• U.S. 395 from the northern junction with State Route 158 to the southern junction
There will be no lane closures planned for this event. Drivers who encounter runners on the side of the road are asked to slow down, give them space, and wait for an opportunity to safely pass them.
• Bridgeport Reservoir Pole Replacement – On State Route 182 from Garbage Pit Road to Shoofly Lane, utility crews will replace poles on Thursday from 6:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

Ongoing Traffic Impacts

Eastern Kern County

• China Lake Water Main Replacement – On State Route 178 E between N. Brady Street and N. Victor Street, the westbound outside lane is closed while crews replace a water main Monday through Friday from 6:00 am to 4:00 pm. The outside lane will reopen after work hours and the shoulder will close at night.
• State Route 58 Median Safety Devices Project – On State Route 58, the shoulders will close in both directions while crews repair and upgrade guardrail in the following locations:
• Exit 165 near Mojave
• Cameron Canyon Road
• Work is scheduled Monday through Thursday from 7:00 am to 5:00 pm.

Inyo County

• Olancha-Cartago Traffic Switches – There are two traffic switches on U.S. 395 for the Olancha-Cartago project. At the southern end of the project area, there is a traffic switch between Sage Flats Road and N Haiwee Road. At the northern end of the project area, there is a traffic switch north of Cartago. The speed limit is reduced to 45 MPH through the new alignments for driver safety. Drivers may experience short delays.
• Olancha Shoulder Closures – On U.S. 395 at the junction with State Route 190 in Olancha, there will be intermittent shoulder closures to allow trucks access to deliver material Monday through Wednesday from 7:00 am to 5:00 pm.
• State Route 190 Emergency Repairs – On State Route 190 from State Route 136 to Darwin Road near the western boundary of Death Valley National Park, crews continue to rebuild shoulder berms Monday through Friday from 5:30 am to 6:00 pm.
• Dunmovin Thin Blanket Project – On U.S. 395 between Coso Junction and Haiwee Canyon Road, crews are applying a thin layer of asphalt on the road to improve its integrity and extend the service life. At least one lane will remain open in each direction and the speed limit will be reduced to 55 mph through the construction area. Work is scheduled Monday through Thursday from 6:00 am to 7:00 pm, and on Friday from 6:00 am to 3:00 pm. Drivers may experience brief delays.

Mono County

• Horizontal Curve Warning Signs Project – Crews will replace traffic signs in the following locations:
• State Route 108 (Sonora Pass) from U.S. 395 to the Tuolumne County line
• State Route 120 W from Ellery Lake Campground to the entrance of Yosemite National Park
• State Route 182 from Masonic Road to the Nevada state line
• State Route 270 from U.S. 395 to the end of the pavement
• State Route 158 from Lyle Terrace Road to Parker Lake Road
• State Route 203 from Mammoth Knolls Drive to the Mammoth Mountain Lodge

Work is scheduled Monday through Friday from 6:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.

• Benton Pole Replacement – On State Route 120 E from Clark Ranch Road to U.S. 6, utility crews will replace poles on Thursday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.
• Sonora Junction Shoulders Project – On U.S. 395 between Burcham Flat Road and Sonora Junction, crews are working on erosion control and installing steel posts for the retaining wall. Work is scheduled from 6:00 am to 7:00 pm Monday through Friday, and 6:00 am to 3:00 pm on Friday. There is one-way traffic control and drivers may encounter 20-minute delays.
• Conway Ranch Shoulders Project – On U.S. 395 between State Route 167 and just north of Conway Ranch Road near Mono City, crews are performing electrical and sign work and putting final touches on erosion control. Work is scheduled Monday through Friday from 7:00 am to 7:00 pm.

The $16.8 million Sonora Junction Shoulders Project and $8.3 million Conway Ranch Shoulders Project were funded by the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The $10.027 million Dunmovin Thin Blanket Project is funded by Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
